you there for a visit or whats your situation? They usually block VoIP so people cant use WhatsApp or Skype to call (they dont make money when u use those apps) but i do know people that use VPNs straight out of the app store so not really.
Logging on to VPNs has been pretty efficiently blocked for the past several months. They are technically against the law, so good luck finding one that works.
It’s legal to use it for your privacy and security, it is however illegal to use it for crime related activities. Now this is very open to interpretation, most UAE residents use it for avoiding geo-block restrictions for UK/US streaming services and VOIP. Although using VOIP is against TRA policy it is hard to call it a crime. I have never heard of anyone having troubles with authorities because of VPN or VOIP use.
