What is the ISP warning you for? Bandwidth abuse? copyright infringement? If it’s copyright infringement then are you seeding on a machine that is not connected to the VPN?
If you are getting copyright notices then either your VPN isn’t working or you are seeding on another device that isn’t protected.
You only get a notice if a copyright holder sees your IP connected to a torrent they are monitoring – your ISP is only passing on the complaint to you.
Streaming Plex to Roku isn’t the problem here.
Sounds like your VPN isn’t working at least some of the time.
So I guess I’ll ask because no one else will… Which VPN are you using?
it could also be plex. Plex logs the bitrate of files streamed allowing companies to single out files they know are torrented and send letters. r/plex has some threads on it.
Running the VPN on your computer will only filter traffic coming from your computer. If you want to filter traffic from external devices, you’ll either have to run your VPN from that device or run it on the router the device connects to. The latter requires a specific type of router.
It could be a number of problems. One thing is if your torrent client connects before your VPN does, then they can still identify you as the problem, even though you use the VPN 99.9% of the time. There are ways to address that (you can configure your torrent client to only connect via your VPN), but the safest solution is to just get a seedbox. Then your torrent traffic never goes through your home connection at all. If you can afford ~$8/month or so, that is your best bet.
If this is all voodoo for you I’d recommend finding a way to run VPN client at the router level so it’s just always transparently bottlenecking all LAN without having to micromanage it on each device
