Having some ISP problems today. With a normal connection I’m seeing sub 1Mbps speeds. Connected to a vpn, I’m seeing much higher speeds, but still not what I normally get. Is this a sure sign of throttling?

No. It’s a sign of congestion and possibly VPN compression.
IMHO it is a sign of throttling, you can try some other network with and without a VPN, if there’s an increase there maybe VPN is doing something magical to boost the speeds.
Do you know what is your usual ISP speed? If it is significantly higher than 1Mbps initially then gradually slows down later in the day, it could be due to throttling.
