I have been using Remote Desktop Connection on my Windows server from back home on the work wi-fi and mobile data. All i needed to do was to setup the actual VPN server at home and allow IPSec passtrough on the router.
So the answer is yes.

Port forwarding will work in most scenarios. If it doesn’t you can set up VPN; you will probably have to do your own as I don’t know of any providers who offer networking between VPN connections. Hamachi is a good option if you don’t want to mess around with the complicated details of a VPN.
Might try ZeroTier.
