Yes it does. Your government could request your ISP all the info they have related to you.
There’s something your ISP will always be able to provide and that is metadata. For instance, when you use the Internet, how much bandwidth you’re consuming and, potentially, who are you connecting with.
This is where a VPN enters thr scene. It can’t hide when you use the Internet from your provider. It can’t hide how much data you consume. But it can hide the connections and its content.
Simply put, this is how your connection would be:
You > Your ISP > Your VPN provider > Whatever you connect with (for instance, Netflix)
Your ISP will know you’re connecting with the VPN. It will know when you do it and how much data you are exchanging. But that’s all. Once connected to your VPN, you will establish an encrypted tunnel. Each request you do to Netflix will first go through the VPN. You request something to the VPN, then the VPN requests it to Netflix. Netflix connects back to the VPN and then the VPN sends you back the data from Netflix.
See? Everything goes through it. So when your ISP tries to check what you’re doing, all they will see is a constant connection to one unique server: the VPN. Between the VPN and you there’s a lot of data exchange, but it’s encrypted, so the ISP doesn’t know what’s in there.
For your gov’t to know what you’re doing, they should issue a warrant against the VPN. If the VPN is located in a 5 eyes country, that local gov’t could force the VPN provider to hand over the data they have about you. However, if it’s outside of the 14 eyes, that warrant will probably land nowhere.
So, to your question: Yes, it does make a difference. You government would need to seize the VPN provider but that’s not likely to happen if it is located in a non cooperative country.
Additionally, try to choose a zero knowledge, no logs provider. These VPN providers store minimal information about you. They don’t ask names, don’t record IP addresses, support payments with cryptocurrencies and do not store almost any information but the bare minimum to keep the service running (such as login and password info). So even if they were asked by their local authority to hand over the data about you, they would have nothing.
