A VPN consists of two components, a server and a client. The traffic is encrypted between the server and the client, but not from the server to the rest of the internet. A typical internet request would go like this:

When you use a VPN you add an intermediate:
>PC —–ENCYPTED—-> VPN Server ———–> Website/Internet
You would generally install/setup the client on the device you want to connect to the server, so directly onto the PC. This can also be setup onto a router (or Raspberry Pi acting as a gateway) which your PC connects through.
Many scripts allow you to set up a VPN server on a raspberry pi which you can then connect to, within your own network there is no benefit to doing this, however it allows you to connect to your network from your mobile or laptop when on public wifi. This means everything will go through your home connection rather than the public wifi owners. People use raspberry pi’s over a PC for this because they consume less power, are smaller, and can easily be left on set up for weeks.
