First off, I can’t imagine doing something so anonymously that it requires 2 VPNs. Second, can iOS even run both at the same time? Third, the network path will be like this:
iOS <–> VPN1 <–> VPN2
That being said, VPN2 will see the originating IP address as VPN1’s public IP. Therefore, if VPN1 drops, your phone will need to re-establish it’s connection to VPN2. Your actual IP can be leaked during that time. If the proper “disconnect” commands aren’t sent from *either* VPN connection, your routing table could get all messed up and that’s really hard to fix on a phone.
My suggestion is to use 1 VPN and make sure it alerts you if it drops. Depending on the app/service you’re using, that may be as simple as changing a setting.
