Most of the libraries have blocking systems mandated by the erate program. Puts everyone in that library at risk.
IpSec and OpenVPN are usually blocked, but I’ve seen the Softether protocol get through. Once your Softether tunnel is up – you can then shoot Openvpn to your regular supplier if that’s your preference (Softether is just too new for a proper audit).
Libraries spent a lot of your tax dollars making themselves unusable. Be sure to complain to your city officials about this insanity.
You need a proper VPN. Given as you say you are low tech knowledge, the easiest option is to get a decent paid service. My faves are ExpressVPN, NordVPN or possibly Cyberghost. Given that Express works in China, they are a safe bet for not getting blocked as long as you don’t mind paying almost $7 a month, but any decent VPN should not be getting blocked in the library.
You will *probably* be OK sticking to https but it’s not as secure as VPN and of course if any sites are blocked by the library you won’t be able to access them without one.
get a better VPN.. some of the better ones can bypass blocking like this
Try connecting via an alternative protocol. I’m able to use mine at school/library via ikev2
