It can be done; I currently have a machine in my house that has a dedicated AWS public IP.
Happy to walk you through how to do it. It’s not really too hard or complicated, but it’s a lot to codify here.
Basically it’s an instance in AWS, OpenVPN, and iptables. The AWS instance can be free-tier, but you’ll have to pay $0.02 USD per GB of bandwidth. Actually $0.04 though because you’ll have to pay for data passing _through_. Not sure how much you use, could be an issue or not.
Why not SSH tunneling/forwarding?
You can either request that your ISP enable port forwarding (even if it’s statically forwarding port 25 to 25) or you can buy your own router and put the ISP router into bridge mode so all traffic passes through to your router.
