This is not exactly what you asked for but it works the same:
LittleSnitch. You can set a ‘Secured VPN’ and ‘Unsecured’ profile. The Secured profile can kick in automatically when the VPN connects, or auto kick to ‘Unsecured’ if the VPN drops. You can exclude all or some applications from connecting in the ‘Unsecured’profile (although you can’t exclude some Apple system connections). It notifies you of profile switches.
For travel, I also set up a ‘Hotspot’ profile that only allows limited apps to connect to save mobile data if I have to connect via my phone.
Edit: never tried this with a wired connection though, and Mac OS built in VPN is news to me – I know this works on OpenVPN but not on OpenConnect tunnels.
Little Snitch will allow this. It also has automatic profile switching and will notifying you as it does.
