A VPN wouldn’t work because your device is still connecting to AT&T’s towers to provide that wifi signal and at the tower is where they’d monitor your data use.
This is a bummer, my in-laws live in a rural area and have had similar problems getting good internet. It’s a real pain.
Unfortunately, there’s really no way around the cap, and definitely not a VPN. Your hotspot has a unique SIM card that identifies it to your network, so they’ll still know exactly who’s connected and exactly how much data is being transferred. A VPN will only prevent them from knowing what that data *is.*
Just to suggest a couple of things that I’ve helped my in-laws implement to save their data:
* First, there are browsers that specifically reduce the amount of data being requested. I believe it’s a feature of Opera, for one, and that might save you a couple gigs a month – I think it’s called Opera turbo, and there’s apps for both Android and iPhone too.
* Most browsers have options to turn image loading off. If you’re doing research for school or reading Wikipedia or whatever, that will save you data. To make things easy, maybe use two different browsers, one with image loading turned off and one regular, and use them for different purposes as needed.
* Stream videos in low resolution, 360p or 480p. Video is by FAR the thing that will drive your data usage up. On YouTube, for example, you can select a default resolution, and if you stick to a lower resolution that can save you a lot of data. You can watch 8-12 videos at 480p with the same amount of data of watching 1 in 1080p/1440p.
* Look into building a Plex or similar media server that stores and streams your favorite shows and movies from inside your house so that you never have to go through AT&T. It would stream basically from one computer inside your house to your phone, TV, laptop, etc. Check out r/PleX for basic information. But if there are shows/movies you like to watch a lot, you can download them to a Plex server from a location with fast, free internet (hotels, coffee shops, relatives with fast internet connections, etc.) and you’ll never have to pay for that data to watch those shows again. Building a Plex server from a Raspberry Pi or similar can cost less than a hundred bucks and could save you TONS of data if you stream a lot of the same shows. It can also do the same for music. Netflix and Spotify will drain your data fast. Streaming it locally could be a huge deal, well worth the initial investment and work.
* Disable automatic updates on your devices. When software asks if it has permission to update on it’s own, say no. To update, use public wifi somewhere. Similarly, disable automatic backups to the cloud, i.e. on Google Photos or Apple’s photos app. Back them up locally or wait until you can use public wifi.
I know these aren’t perfect solutions, but they can help a lot! Best of luck.

Nope and the caps are complete bullshit. You might look into Verizon which also sucks but their “Unlimited” plans give 15gb of hotspot and then they knock you back to 600kbps
