I’d do the Synology just for the fact that it lets you choose the other options. But you could always try both and see the results.
I’m kind of curious on the router what the use of a local only VPN would be?
NAS all the way. It supports AESNI. Using the router as a VPN server shouldn’t slow your network much if any though.
