Adobe might be able to detect that the software is pirated if Photoshop updates itself in the future. They could detect this regardless of whether you use a VPN or not. Your friend’s ISP normally wouldn’t be able to see the files or programs on his computer, only the data being sent and received.

The software itself could easily “phone home” and alert the company to the pirated copy. If someone must use software they don’t trust the way to do that would be to install a copy of it on the virtual machine, and then on that virtual machine disable it’s network card at a virtual hardware level. Using VirtualBox this wouldn’t be hard to do, but it would require a copy of Windows he would have to obtain somehow.
To go further, you don’t ever want to fully rely on your VPN not spontaneously dropping at some point and revealing activity on it when wanting to remain anonymous. Some of them have things like “kill switch” software you can also use for that kind of thing.

TBH Adobe is know for it’s horrible software “encryption” because it hasn’t changed in years so your friend shouldn’t worry about getting flaged anywhere around Adobe products.
