Access points are not the same as servers.
You need a server.
I would rent a VPS on some cloud provider for $5 a month or so with SoftEther running, then always connect to that VPN when you are connected to the apartment access points. No one can read / MITM your data.

Ok, if I’m guessing your intent correctly then you need two things
1. A router in order to provide the wifi access point (AP) it will also need to support creating a VPN tunnel to a VPN provider
2. A VPN provider to log into with your new router
Most any home router will support providing wifi so you have your own SSID but you need to make sure you pick a device that is both able to connect to your apartment’s connection (ethernet ? Wifi ? you don’t specify ) and create the VPN tunnel to your provider. VPN support is less common, search for routers that have it. Make sure you check out what standards your VPN provider supports and ensure the router can do one of them.
It’s pretty straight forward, the router I use supports it.

Ok, so get a ddwrt router, configure it as an AP to the free WiFi, you will have to pwn the free wifi router(s) to do this. Install openvpn to ddwrt, success.
What do you mean by “unsecured” internet? As opposed to what kinds that are normally offered?

never, *ever*, use a “repeater” for anything. all you are doing is mucking up the airspace which is already crowded and congested with even more.
you need a bridge to bring in the “Free WiFi” to your VPN router. then you will need your own (additional) access point(s) if you need to extend or provide more coverage for the private network (SSID) you are creating behind the “Free WiFi”.
there are many ways to do this, with lots of different equipment and pieces. there are devices that can do all of it in a single unit, sans the additional access point(s) you may need to provide coverage on your side. really depends on your budget and how much time and energy you’re looking to invest doing this.
