   – block the ISPs / VPN providers in his own country (Russia)
   – block the ports that he knows the said VPNs use

   So he can block your access as long as this depends on his authority within his own country.

   What he cannot do:
   – chase all the VPN providers worldwide
   – close all ports (otherwise no more internet)

   It’s basically a cat and mouse game.
   A VPN will always open more ports than Putin can block.

   Before travelling to Russia, What you need to do is to test each VPN one by one and see which ones work for you.
   Since there is no guarantee on which will actually work, do a test trial of each before considering to pay.

   Most reputable services give you at least a few days trial.

2. # Personal Opinion:

   Travelling to Russia is just like travelling to China at this point, as far as devices and security are concerned. Just assume you will be compromised. Most major businesses recommend using burner devices for their executives, and not accessing anything sensitive.

   Personally, I would take it a step further and just leave all devices at home. I would get a burner smartphone for emergencies, not sign into anything, and just bring a decent camera to take photos and post later at home. Take notes on paper.
