Making my own VPN and I want speed limiting/shaping. Any ideas?

Does anyone know of any services/VPN setups like algo, OpenVPN, IPSEC, that allow you to change each client’s bandwidth access? I am making a VPN for my personal project and I want to be able to at least monitor each client’s bandwidth usage.
