You are actually getting a pretty decent Throughput. Remember VPN is encrypted connection, so all the packets needs to be encrypted and decrypted. It needs a hell of a lot of CPU power. Even specific hardware handling VPNs ( like Routers and Firewalls ) all have a low Throughput when it comes to VPNs: https://supportforums.cisco.com/t5/vpn/vpn-throughput/td-p/1248352
If you want around a gigabit of VPN throughput, you can buy really monster equipment ( like these 72 Core CPU, Mikrotik 1072s that can handle 80Gbps like a breeze ) to get around 1Gbps of VPN throughput: https://mikrotik.com/product/CCR1072-1G-8Splus#fndtn-testresults
And you need 2 of them. One for each side of the tunnel! 🙂
There are a few reasons you might be seeing low speeds on this test. Remember, your VPN is routing your traffic to the VPNs endpoint before sending it to a speed test server. In order to get gigabit speeds, every hop along that path has to *at least* have gigabit speeds as well. The farther out of the way your traffic travels, the more likely you may be going through links with a max speed of 100M. You’re relying on the internet connection not just to your ISP, but your VPNs ISPs and networking equipment as well. This is why if you use the same speed test server, you will never see lower latency or higher speeds.
Another reason could be throttling. If the VPN provider services many customers, they have to divide the bandwidth into smaller chunks to provide the best service possible. It may be their max is set to 100M.
In my very very limited testing with budget VPNs, PIA had the best throughput. You can run specific tests to their servers from this page: https://www.privateinternetaccess.com/pages/network/
Best option would to rent a linux server from a cloud providers (as DigitalOcean, Google, Amazon, Microsoft Azure, etc) and setup a VPN server on it. This way you get your own dedicated server with a dedicated (or mostly dedicated) internet link.
Just keep in mind that these servers can sometimes have limited bandwidth (you pay extra) and their IPs are static which means it won’t exactly be a privacy VPN (will help you hide from your ISP, but not from smart websites as Facebook, Google, etc).
