I assume your phone is using same VPN protocol (tcp/udp) with your laptop.
Password is not an issue. But if you are using wifi with captive portal, you need to open up browser and click agreement first before start using it. Once you have internet access, then just launch your VPN software.
If your phone is able to work, your laptop should do the same. Just that normally phone will automatically pop up captive portal page but laptop is not.
vpn using L2TP passes 95% of udp/tcp vpn blocking wifis. tried myself and is pretty much true.
You want to use TCP through port 443, this works 99% of the time.
Update: got a new VPN and it works, but it takes a while to connect
