There are no guarantees. We’re relying on the fact that businesses won’t engage in false advertising, which, given the fact that false advertising happens all the time, isn’t a smart bet. Lots of “no log” VPNs do indeed keep plenty of logs…just not traffic logs. But the result is that users can often be matched with traffic given timestamps and other data they collect.
On the other hand, there are some things to suggest that certain VPNs really don’t keep logs. The US-based VPN PIA, for example, has at least twice been subpoenaed for court cases and has shown to the investigators’ satisfaction that it literally has nothing to give them.
IANAL so I can’t answer the rest of your questions except to say that a country would have to **a)** ban traffic to a foreign VPN’s servers, or **b)** go though a lengthy, probably useless international legal battle to force that provider to keep logs. The former would likely piss off a large portion of its citizens, given the popularity of an uncensored internet in the west. The latter would probably cost a ton of money and probably wouldn’t result in anything.
Currently there aren’t any laws in the US that demand a VPN or any other online service keep logs (on a federal level at least, that I know of). I’m sure the same applies to many or most of the other 14 eyes countries. If the battle between internet liberties and national security becomes unbalanced in the direction of national security, that could change. But for now, the laws your asking about just aren’t a thing.
