I am not sure why you want to setup VPN with google cloud, the price structure seems a bit confusing and I am not sure how much it cost you. May be you can explain a litter bit here why you choose google cloud.
For easy setup and complete instruction, you can use popular cloud ssd vps provider such as digitalocean, linode and vultr (5USD/month). Just google how to set up VPN/openvpn on xxxxx, then you will get many good articles and step by step instructions.
Instead of Google Cloud, you could use Amazon (AWS).
